Description The Payroll Accountant is responsible for the overall day-to-day operational processing of the CCSO payroll system and function. This position reports directly to the Accounting Controller and indirectly to the Chief Financial Officer.
Duties - Set up new employees and related pay controls that includes information, not limited to salary/hourly rates, incentive/specialy pay, tax withholding, various deductions, hire/termination dates, personal information, etc. into the payroll software.
- Calculate and generate pay, accrual, withholding and/or retro adjustments.
- Prepare general ledger entries with regular and overtime earnings and deductions.
- Continual review and maintenance of payroll files.
- Prepare/submit payroll and tax reports for federal, state, and local agencies on or before deadlines: 941's, W2's, unemployment, workers comp wage statement, etc.; as well as payroll reports for managers to review: comp liability, overtime, leave balance, etc. in an accurate and timely manner.
- Run bi-weekly payroll processes to make salary payments to personnel.
- Present to new incoming personnel an introduction to payroll forms and other aspects related to payroll policy, conducted during New Hire Orientation.
- Preparing the Florida Retirement System (FRS) contribution file for payment remittance.
- Facilitate information with FRS, workmen's comp, and other outside entities (e.g. VOE, VOI, etc.) to assist member needs and requests.
- Computing end of year (EOY) payroll and leave roll-overs.
- Preparing supporting documentation for overtime (OT) reimbursements from granting and/or FEMA agencies.
- Performing accounting entries for liability insurance payments.
- Reviewing Personnel Action Notices issued from HR for accuracy and using as source documentation to make changes in the payroll system.
- Overseeing resolution of payroll inquiries from employees.
- Performing reconciliations of payroll benefit deductions against invoices issued by benefit service providers, and ensure timely payment.
- Coordinating efforts with HR benefits staff to ensure accuracy of billing and/or changes to reflect new and terminated employees benefit choices.
- Performing monthly payroll audits and assists with year-end accrual and closure.
- Completing public record requests pertaining to Payroll documentation.
- Ensures compliance with and demonstrates knowledge of governmental laws on payroll accounting and taxes
- Maintains all relevant support documentation in a manner as to facilitate retrieval when necessary and to meet retention requirements.
- Ensures that their work area is clean, organized, safe, and presentable in accordance with agency policies and procedures.
- Processes applicable incoming and outgoing documents and/or files in a timely manner consistent with supervisory direction and/or agency policies/procedures.
- Participates in cross-training with other co-workers; assists those co-workers when the need arises and learns new tasks by working together as a team.
- Timely completes all assignments & special projects, as directed, adhering to applicable agency policies.
- Adheres to leave and attendance policies, including punctual arrival and completing full shifts. Informs the supervisor about illness or untimely incidents, requests overtime hours worked, and timely submits timesheet, attendance, and leave requests.
- Regularly checks assigned mailbox, phone calls, PowerDMS, and email messages, responding promptly and professionally.
- Ensures controller and Chief Financial Officer are aware of anything noteworthy, accomplishments, issues, or challenges.
- Responds to supervision, guidance, direction, and feedback in a receptive manner and in accordance with agency policies.
- Conducts themselves in a polite, helpful, courteous, ethical, and professional manner, abiding by the established code of ethics, and demonstrates a courteous and professional image when engaged in any activity with the public.

Qualifications and Requirements Qualifications and Requirements for All Positions - Bachelor's Degree from an accredited college or university in accounting.
- Minimum three (3) years of experience as a payroll accountant or similar in-house payroll processing role.
- Six (6) to ten (10) years of in-house payroll processing experience may substitute for a degree.
- Proficient typing skills; at least 40 wpm.
- Proficient in Microsoft office products
- Speak and understand the English language
- Internal candidates must have successfully completed their probationary period

Supplemental Information Salary is negotiable for full-time positions prior to initial hire, if requested, based on verified experience up to step five (5) of the assigned pay grade. Retirement Plans
The Sheriff's Office participates in the Florida Retirement System. Employees have a choice from two plans under the FRS:Pension Plan and Investment Plan. The Sheriff's Office makes a contribution as set by the Florida legislature towards the plan of choice for each employee and the employee makes a contribution of 3%. Deferred Compensation Plans
